Punch Up at a Wedding

My cousin is convinced that this Radiohead song is directed at the Bush administration from the world community. I think it could be directed at any hard-headed person not inclined to compromise (even Ralph Nader) or admit to error. At the very least, I can agree that it fits quite well with Bush.

Correction from the cousin: I hypothesized that this is directed at US and its failure to sign the Kyoto Protocol. The Clinton administration, as well as the Bush Administration, did not fight for its ratification.
